Temporary delegations should disappear automatically when the time expires. Right now, it becomes difficult when you try to deactivate a person and get an error message because the person is assigned as someone's delegation from earlier - so you have to manually clean it up before you can deactivate the user.

They should still be available in the database for reporting for audit purposes, so moved to an archive scenario.
