Didn't realise but this is already available. Under Administration>Roles>Access Keys there is a line Medius.Enterprise.AuthorizationKeys.Deviations.RedistributeDeviations. What is not clear from documentation is that not only should it be in the list and set as 'Active' but the checkbox on that line needs to be selected before it becomes active!
