When escalating an invoice - send the email alert to the MANAGER as well as to to non-acting user.
and make it so that the non-acting user can see that the notification has been sent to the manager

It should work. Notification about escalated document should be sent to user's supervisor (''Responsible user''). Unfortunately, we have a bug in this area, so it is possible that it doesn't work right now. We are working on it, so at the moment I can provide you with workaround.
Please check if ''Receive escalation emails'' notification is active for supervisor. You can also choose ''Send in summary option''. Then supervisor should start receiving notifications.Non-acting user is informed that an invoice was forwarded to his supervisor. This information is contained in the e-mail to the original user.
